ROY L. O'NEIL, JR.  M.B.A.

Mr. O'Neil has over 35 years diversified experience in real estate appraisal, urban planning and economic development.

He is a graduate of Yale University, studied City and Regional Planning at Cornell University and received his M.B.A. from The University of Connecticut with a specialization in real estate and finance.

He is a Certified General Appraiser, licensed by the State of Connecticut and an Associate Member of the Appraisal Institute.  He has been recognized as an expert on matters of real estate in the Superior Court of the State of Connecticut.

Mr. O'Neil is also a professional urban planner, a Past President of the Connecticut Chapter of the American Planning Association.  He has served as Planning Director of the City of Danbury, Community Development Director in Waterbury and President of the Bridgeport Economic Development Corporation. As a consultant and recognized expert in the field he has prepared municipal zoning and subdivision regulations, comprehensive plans of development and testified before planning and zoning commissions and zoning boards of appeal.

EXPERIENCE

Owner, The R. L. O'Neil Company.  Since 1986, the company has provided urban planning and real estate appraisal services to municipalities, banks, utility companies, individual property owners and their attorneys.  Appraisal assignments have included municipal industrial parks, urban renewal projects, greenways and open space.  Also marketability studies for economic development projects and housing developments and fiscal impact analysis for both private and municipal development proposals.  Mr. O’Neil has served as planning consultant to the City of Waterbury in the review of proposed subdivisions, site plans and zone change proposals.  He has provided private clients with expert testimony on planning issues before land use commissions.

 

Consultant, Harrall-Michalowski Associates, Inc.  HMA specializes in municipal planning services and Mr. O’Neil served as a senior consultant with the firm engaged on assignments such as town plan updates, redevelopment studies, real estate project market analysis.  1995 to 2005.  As a consultant he prepared updated Plans of Conservation and Development for Westport, New Milford, Naugatuck, Prospect and Vernon.  He wrote zoning and subdivision regulations for New Milford and prepared neighborhood revitalization studies for East Hartford and Bridgeport and Enfield.

 

President, Bridgeport Economic Development Corp., Bridgeport, Conn.  From 1986-1990, Mr. O'Neil served as President of this non-profit local development corporation, which acted as the city’s official economic development agency.  BEDCO financed commercial real estate, assembled and improved sites for urban renewal, managed a 20 acre, 200,000 sq. ft. industrial park, and administered numerous city, state and federal economic development assistance programs.

 

Community Development Director, City of Waterbury, Conn.  From 1978-1986, Mr. O'Neil served as a municipal department head responsible for a diverse array of community development activities.  These included capital improvement project planning and budgeting, right-of-way acquisition, site acquisitions and dispositions, housing program development and financial management and monitoring of several housing subsidy programs and preparation and administration of grant applications to fund such activities.  He wrote the City’s Neighborhood Strategy Area program and obtained one of the largest HUD funding commitments in the country for housing rehabilitation.

 

Planning Consultant, P.W. Genovese & Associates.  From 1975-1978, Mr. O'Neil was associated with this engineering firm and provided clients with technical planning services in the areas of environmental impact, site planning, demographics, and financial feasibility in regards to capital projects such as industrial parks, recreation facilities, road construction and sewage treatment facilities.

 

Planning Director, City of Danbury, Conn.  From 1972-1974, Mr. O'Neil served as a municipal department head reporting to the City Plan Commission and responsible for administration of local planning and zoning regulations and preparation of special studies and reports to advise other departments regarding facilities, personnel and capital budgeting.  Monitored all new subdivisions and commercial construction for compliance with zoning and inland wetlands regulations, engineering requirements and traffic impact.  Revised zoning ordinance to incorporate special Central Business District zone and updated subdivision regulations.  Prepared annual Capital Improvement Program for City Budget.

 

Planning Consultant, Raymond, Parish, Pine & Plavnick.  From 1971-1972, Mr. O'Neil was based in Washington as a planning consultant advising the State of Maryland on recreation facilities development and on the structure and organization of programs to finance local open space acquisition and development.

 

Planner, City Plan Commission, City of Waterbury  From 1969-1971, Mr. O'Neil was project manager for the City’s preparation of its Comprehensive Plan.  Work entailed preparation of numerous technical studies, land use surveys and reports, coordination with consultants and presentations to advisory committee.
